fpc-3.0.0 software package provides Free Pascal - SDK-3.0.0 suite, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install fpc-3.0.0
fpc-3.0.0 is installed in your system.
Make ensure the fpc-3.0.0 package were installed using the commands given below,
$ sudo dpkg-query -l | grep fpc-3.0.0 *
You will get with fpc-3.0.0 package name, version, architecture and description in a table
